Put a pay as you go sim onto another account

Hi, I have an old pay-as-you-go number that I would like to connect my account to, but it is already linked to my brother's account. Is there any way I can remove the pay-as-you-go number from his EE account and put it on mine without having the SIM?

Your brother would need to provide permission for you take ownership of this number.

Is your a/c for a contract no.? If so, you can't mix a PAYG no. with it.
