How do I change CONTENT LOCK to off its currently on moderate and I don't own a credit card?

Endless endless reading than you after two hours and a phone call to your customer services, I’m still no further forward it’s not rocket science why don’t you ask your customers when they take out the order if they want this stupid thing added to their Internet

why don’t you just give me a link that takes you to the appropriate page to turn it off?
