This is not the case anymore. You cannot buy an add-on without either data or Wi-Fi. But… my main reason for buying add-ons is because I have run out of data and have no Wi-Fi!!</P><P>This makes for a pretty dangerous situation where you can run out of data with no way to get more even if you really need it. My sister is currently having this issue and needs to get a bus to go to a national level sports competition but can’t because her bus ticket is online and Apple Pay requires data. I have also missed buses because of this.
