iPhone 14 (US bought) can't send picture messages

I have a iPhone 14 (US bought), I changed the region to UK and I have a UK ESIM. I can't send picture messages to another UK number, keeps saying 'Not delivered'

MMS messaging is turn on.

I presume your SIM is an EE-UK one.

Are you able to make & receive calls? Can you send & receive text messages? Can you use mobile data functions?

Yes EE-UK SIM, yes I can send & receive text message, and yes use mobile data.

That proves a network connection is in-place. I would have suggested installing the EE-specific config from https://setup-ee.wdsglobal.com/mms but they're not available for iOS. Over to the Apple experts on this board...

Is this problem specific to one number? Or general regardless of recipient?

Can you go to Setting > General > and check if there is a network settings update that is waiting to be completed?
