Are you able to make & receive calls, send & receive text messages? Did you receive a welcome text on first arrival abroad? This will prove that you have a local network connection and thus roaming is enabled.

I have heard varying reports of "time to attach to" 4G whilst abroad. Have you tried performing a manual network search and choosing each available operator in turn? Then go back to auto-selection.

I am in Colombia and everything is enabled on my phone and I bought a travel pass but the only thing that comes on is 3G which is so sporadic no way to use it properly. I know there is 4g available because my friend who lives here has it. Any suggestions?

As you are on contract, did you activate roaming on your EE a/c before you left UK by texting ROAMING to 150? Having a roaming billing add-on doesn't of itself activate roaming on your a/c. Having roaming activated on your EE a/c, not just on your device, is crucial to using your contract SIM abroad.

Often just rebooting the phone is the simple remedy. Also try selecting a network manually rather than auto.

Otherwise you need to call CS to get your roaming activated. Try calling CS on the Freephone no. in my sig. on Skype over WiFi. It should be free.
