What do you mean locked out? As in forgotten your pin, password or pattern to your phone?

Or forgotten the Sim Pin?

Hello. I am trying to re-instate my google account but when I put in my phone number google says it is not the right one. I cannot access my information and cannot get past the page which keeps telling me to check my emails in 48 hours. I do not know why they do not recognise my telephone number.

With the phone number you choose the country for example UK +44 7123456789. Put in 10 digits and miss out the first 0

Check your Spam/Junk incase they land in there.

If all fails then I suggest you contact Google Support

Unfortunately this wouldn't be an issue that could be resolved by EE themselves as the issue is one that has occurred with the device manufacturer. If you are having issues accessing your Google account, you can follow the steps here to regain access to your account.
