How to activate calls from eu to uk? before one week in uk i send CALL ABROAD to 150 and i can't call to uk. or first need plan?

@Dickhead777 : CALL ABROAD is not what you need. It's for making cheap International Calls from the UK to abroad.

Are you on contract or PAYG? Did you use that SIM for making calls or texts in UK before you left to go abroad?

If you are on contract, did you activate roaming on your EE a/c before you left UK by texting ROAMING to 150? Having a roaming billing add-on doesn't of itself activate roaming on your a/c. Having roaming activated on your EE a/c, not just on your device, is crucial to using your contract SIM abroad.

Often just rebooting the phone is the simple remedy. Also try selecting a network manually rather than auto. Otherwise you need to call CS to get your roaming activated. Try calling CS on the Freephone no. in my sig. on Skype over WiFi. It should be free.

my sim was pay and go, ok first i have to make some calls when i am in uk and after roaming start to work in eu? i remember i topup my account for 10pound but i don't make any calls when i stay in uk.

To use your pack allowances in the EU on PAYG there are roaming charges of either £2.50 / day, by texting ROAMEU1D to 150, or £10 / week, by texting ROAMEU7D to 150, to be taken only from your PAYG credit, not your recurring card payment. You will receive a msg upon arrival telling you about the charges for roaming in EU. If you opt to text neither or you don't have an active pack, you will be paying standard rates for calls & texts & need to buy a PAYG add-on for data.

@Dickhead777 , If your SIM card is pay as you go, then you first have to use it in the UK to activate it before it will work in the EU, topping up is not enough, as you have not used your SIM card in the UK to activate it, this is what @XRaySpeX has written and what I have now also written, topping up does not activate it, sorry.

@Dickhead777 , Yes, correct, has to be used in UK first, then will work in EU, as roaming will automatically be enabled, this is for pay as you go, as you wrote you have pay as you go.

Only if you have an active pack & you pay for roaming. It is not free.
