Can I set up Roaming after leaving UK?

My wife has had to go to Spain at short notice. She is already there. Can I set up roaming now? The Roaming instructions say do it before you leave.

Yes, but not in the normal way but only by calling CS as per @Northerner

The call to CS can be made by anyone who has account access or third party authority.
