In Spain and can’t makes calls roaming is turned on.

Hi I’m in Spain and I can’t make outgoing calls my data works fine roaming is turned on and tried changing network provider and restarting my phone. I can’t even call EE for help.

Data roaming means using mobile data whilst roaming, just like "voice call roaming" could mean calling whilst roaming - it is the roaming facility that enables access to foreign networks, and is what matters.

If you are pay-monthly, this is done by texting ROAMING to 150 before leaving the UK, if you're PAYG this is done by using your phone in the UK before leaving. Which are you, and did you do this?
