Receiving and making calls error

I can’t received calls or make calls. I get the service is busy please try again later.

I am abroad and I just signed up to an all rounder plan. I was on pay as you go until yesterday this plan should allow me to use my phone as normal. However I still can’t receive calls or make calls.
I need to received calls from my microsoft account to access my work

Thanks for coming here.

Did you change from pay as you go to pay monthly when you were already abroad?

Did you activate roaming before leaving the UK by texting ROAMING to 150?
