Had to pay for BT ‘WiFi’ to be able to message?

Hi, has anyone else in the Oxfordshire area had to pay to use BT ‘WiFi’ to be able to use their phone through the link EE sent out?
My son is doing an apprenticeship and works in the middle of nowhere and has had to ‘follow the link’ sent out by EE that took him to a BT WiFi thing for him to be able to contact us in an emergency due to works for 1 day from 19th July. He had to pay £7.99 a day for the pleasure. Yet I’m paying for a network to not be able to use it too… is there any way to claim this back?
