      <description>&lt;P&gt;If you have previously had mobile service abroad, and are still getting it now, then roaming is self-evidently active.&lt;/P&gt;
&lt;P&gt;This seems like an issue down to the specific Portugese network your phone is currently connected to. Try toggling flight mode and/or manually selecting an alternative local network.&lt;/P&gt;</description>
