Call forwarding whitelist

How can I add a whitelist to my forwarding calls option? For example i need two specific numbers (emergency contact numbers) allowed to call me and forward any other numbers to another.

Sorry I don't believe this is possible all calls would be diverted if you set up the call divert to another number, unless your device offers the options within the call forwarding settings.

The only "conditional" diverts available are to divert on busy or unreachable.

You can block individual numbers using your phone's call blocking menu, and this will force all calls from blocked numbers to go directly to your voicemail. The functionality you require is not available, unless you can find an app to do so.
