I am having this issue right now. I am in Spain. Called home when I landed fine... today its telling me I got to call orange . Which is the Spanish network its connected to.

Can you try selecting another network in the phone settings as below;

iPhone > Settings > Mobile Data > Network Selection > Turn off Automatic
Android > Settings > More Networks > Mobile Networks > Network Operators > Tap OK
Windows > Settings > Mobile Network > Network Selection > Tap on start manual search

Can you make a call using another available network?
