Unable to call french number

So I am unable to call or text my wife's french mobile number.

I can via WhatsApp but not on a normal text message or normal phone call.

So with a text I get an orange circle with ! In the middle, and it just says failed. And for a call it doesn't even make a noise just cuts straight off.

Any thoughts as to why and any help would be appreciated please.

Usage of WhatsApp is carried through any mobile network as data use.

Your symptoms suggest you may have an international call bar active. CS could advise on this.

Are you on contract or PAYG? If PAYG, do you have enough credit to make International calls or texts? They are not included in your UK allowances.

I have a contract, so unsure as to why it would be.

Yes I was able too, but quite a while ago. It's not often that I need too as we use WhatsApp as kind of a default. But the odd occasion I've needed too recently I've been unable too🤔
