I need a Travel Data Pass just to use Google Maps between airport and hotel, and wlking around the city. Also, to be able to use WhatsApp.

Does your advise apply? Should I turn on roaming if I only intend to use for Google Maps, WhatsApp, (and maybe some Google searches). And do I need to turn on roaming if I am not using for phone calls and text?

Yes, you'll need to activate roaming to use mobile data in the USA.

Text ROAMING to 150 to check it is set up.
