Can anyone tell me if EE WiFi calling works over Starlink?

I don't know for sure but I would suspect not becase this is a satellite based system. WiFi calling works over UK networks, satellite are not UK based.

It should work fine as long as your Starlink System is Setup correctly, ie, The Down and Up Link Signal condition are good and you are a Starlink UK User in the UK, most limitations will be your own WiFi quality to and from the Starlink Router.

Yes, it works very well. We each have an EE mobile phone and Starlink internet and the WiFi calling is so much better than it was with our meagre EE internet. I also installed Starlink for someone else who had never been able to use her EE mobile at home, even with EE internet and WiFi calling. She was utterly delighted when she found that she can now make and take mobile calls from home.

Mine hasn't either and it's really annoying as our network coverage from home is pretty poor!
