Any advice for how to text 150 when abroad (Argentina) and roaming not working?

EE don’t seem to offer email contact, or messaging - just phone (which I may be able to do over WiFi, messaging does not work over WiFi from here)

pay monthly. Roamed last year successfully on same sim:account, but phone is new.
no signal showing.

I was able to Skype customer services for free using WiFi, and roaming now enabled.
