@allanjmassey If you purchased this you just then make the call. Are you on contract or pay as you go ?

What do you mean by accessing the service?

If you're asking how to enable international roaming, then text ROAMING to 150 before leaving the UK. If you're already abroad but haven't enabled the service, you'll need to call EE CS either from another working phone or via a web-calling app such as Skype.
