“ the system is busy, please try later”

Trying to make a phone call and this is the message I get, “the system is busy, please try later”. I also tried technical support with EE and as soon as I made it through to the tech support call it rang twice and hung up. Any thoughts?

Is this on all outgoing calls, or just particular numbers?

Can you receive calls OK and send/receive texts OK?
