I need to receive and make calls and send and receive sms in the USA for PAYG. I dont use data. I only use phone calls and sms. What did I need to do

Just top-up lots before you go. PAYG is auto enabled for roaming as long as you've used the SIM in the UK previously.

As it is not in EU, you cannot use your usual UK allowances there but will need to pay the charges or buy roaming add-ons as set out in https://ee.co.uk/help/help-new/roaming-costs/countries/usa > PAYG.

I have had my EE UK number for 6 years. It is PAYG. I only use calls and sms. No data packs.

Never needed. It is a phone.

2 months ago I was in the US for 3 weeks and my phone did not work at all!! Nothing, zero.

It is a samsung and works when roaming in EU, Australia, Japan etc .... why not the USA

Did you try manually selecting another network?

If the SIM is active and you have credit, this should work for you when roaming.
