New IPhone not connecting some numbers

I've just upgraded to an iPhone 14. Some calls and text messages it will make, others it won't. There seems to be no rhyme or reason to the calls it makes and doesn't make. The error message is "Call Failed" or "Message Failed" With the "Call Failed" message it is instantaneous. I have tried resetting my phone to a "new" phone and reset-up but still not working. Any suggestions?

Does it happen with specific numbers or is it completely random?

Do you notice if you've got a signal when this happens?

It happens with some numbers on my contacts list; both phone calls and text messages. It happens with 0800 numbers and 0300numbers that I've tried. I've just got a new SIM and now that phone says "Calling" but no ringing tone.

Did you get a new replacement SIM card?

Have you noticed if the messages are texts or iMessages?
