Cannot Send SMS

Hello

I have looked around the messages here and none of the 'solutions' fix the issue I am experiencing.

I have a dual sim phone running Android 10 , in one slot I have an EE Contract SIM, in the 2nd slot an O2 PAYG SIM.

I think recently but I am not really sure when as I rarely send SMS, I found that I cannot send SMS from the EE SIM, I get an error message saying 'Not sent, tap to try again' when I click send. I do seem able to receive SMS on the EE SIM, and I can send and receive SMS on the O2 SIM.

I have checked the SMS Service Centre number using the *#*#4636#*#* . Also I can receive SMS on the EE SIM which would seem to indicate the service centre number is correctly set for it.
I have tried sending an SMS from the EE SIM to the EE SIM, same error occurs
Powered the phone off and on
Cleared the cache in the Messenger App
I tried sending UNBLOCK to 150 and got the error trying to send the SMS

So I am out of ideas, it looks to me like the service is disabled by the EE system some where.

Any one got any ideas, please read my entire message before replying to save suggesting what I have already tried.
