All UK 03 nos. are included in your mobile calls allowance just like 01 & 02 nos.

As a reference point though, any UK phone number prefixed with 03 is charged exactly the same as a number prefixed 01 or 02..

This applies to all UK telecoms providers, both fixed & mobile.
