Blocking Incoming international calls

Hi, Why is it not possible to block types of calls at the network operator rather than on the handset in 2022?

Blocking individual numbers on the handset doesn't work well when they keep ringing from different numbers everytime and they still keep trying to access my voicemail.

I have had several international incoming calls followed by text messages from EE telling me someone has tried unsuccessfully to access my voicemail and to contact customer services which advised to keep changing the pin number regularly.

When you block numbers on the handset it rejects the call and people are still able to leave messages.

You can block types of calls and specific numbers which two different services on BT landlines and one with Digital Voice (Choose to Refuse and BT call protect) yet considering landlines are old tech you can't do the same on a mobile, it's madness!

Switching voicemail off is not a solution as I need it! And I'm not changing my number.
