It says on the sales page:

Pre-order Grand Theft Auto VI for PlayStation® 5.
Pre-load November 12, ready to play on the November 19.
This product will only contain a code for a digital download for the game inside a box. No disc included.
Pre-order to receive the Vintage Vice City Pack.
To play GTA VI on PlayStation®, you must hold a PlayStation® account registered to the United Kingdom.

You'll receive a box with code in advance.

Yes, the same applies to the Xbox version.

If you check the Pre Order Grand Theft Auto VI on Xbox page and look under Product details > Key features, it confirms that pre-load is available from 12 November, ready to play on 19 November, and that the product contains a digital download code inside the box, with no disc included.

Based on the information provided, pre-load is available from 12 November ahead of the 19 November release date.
