EE Perk only applies to airtime plan, not device

I've tried to upgrade to a new deal as my previous EE perk contract expired. However this new Flex Pay scheme seems to have drastically reduced the value of the EE perk. The device part of the contract is now exempt from the discount and i'm only getting 20% of the airtime. Is this the new policy, is there any way i can get 20% off the entire amount, or disable the flex pay option so its like previous phone deals?

I'd be interested to know what happened with your plan. I want tonknow whether it is worth me staying with EE with my NHS Perk, or if I should look elsewhere.
