Essentials Unlimited plan hard-capped at 12 Mbps—150 support states line is norm

I am on an Essentials Unlimited plan (100 Mbps target). My download speeds are hard-capped at 12.4 Mbps across both my phone and mobile hotspot. I have tested it with and without a VPN, and outdoors next to the mast. A moderator needs to review my backend HLR profile because my SIM card is incorrectly provisioned with a 'No Frills' 10 Mbps speed block.

It's Pixel 11 Pro. I used to had 9 pro and the speed was the same always.
