Iv payed my bill and I seem to have no data even though I have paid the bill. Iv restarted my phone 4 times to make sure it wasn’t my phone messing around but I still have no data

Never mind data, a phone being suspended will be restricted from using any & all network services. Voice, text & data.

Restoration of network access has the resultant effect of allowing voice calls, text messages & data usage.

I'm well aware of that. But the cause of the OP's issue is clearly not data-specific.

Resolve the underlying problem, and data ability naturally follows.
