Mobile data not working on some apps

iPhone 11 apps stop working on mobile data (lots of data left). Works on wifi. Had new phone when apple looked at it- problem recurred. Suggested new sim- problem recurred. Fluctuates so sometimes Snapchat works, has affected Instagram, iMessage and safari at varying times. Can’t check the carrier settings as iPhone. Any ideas?

If you go into Settings > Mobile Data, do the apps all show toggled on for mobile data?

Yes they do. All of those settings have also been double checked at 2 visits to apple Genius Bar. Thanks
