Are you on contract or PAYG?

Look at http://add-on.ee.co.uk/purchase when not connected to WiFi to see what data add-ons are available.

You don't need to have any data to go the EE add-on site. It is entirely within EE's own network w/out needing to go out on the Net, where you need data to get to. That's its whole point; to be able to replenish your data when you've run out of it.
