I'm using a Pixel 6 (but have had the same issue on a Samsung A33). My IT colleagues are telling me that it's possibly due to EE being on a FortiClient block list (they checked my phone's IP address). I can connect to FortiClient VPN just fine on O2 mobile, McDonald's wifi and any number of hotel's, cafe's wifi etc. With EE, forget it.
