Cannot access Microsoft Remote Desktop (RDP) over EE mobile data connection

I cannot get RDP access when tethering my laptop to my EE 4g phone.

Here is the situation.

1. When I tether my phone (EE 4g) to my laptop, RDP access is NOT available.

2. When I tether a colleague's phone (O2 4g) to my laptop, RDP access is immediately available.

Is EE blocking the port 3389 needed for RDP access? Can I do anything about this?
