Apparently EE have announced a new service called EE Swap which allows you to trade in your handset and upgrade to the latest handset after only six months. You pay a fee (which is based on your tariff) and hand over your old handset (has to be working and in good condition) at an EE shop, in return you will get a shiny new phone.
As usual EE don't appear to have updated their website to give any details of this new service. Perhaps the staff in EE shops will be better briefed.

I would say yes, it applies to everyone (excluding SIM only of course) as the T&C's state:
You need to be on an existing EE, Orange or T-Mobile plan - whether that’s a new plan or an upgrade/renewal from a previous plan and including plans which were taken out from one of our indirect partners such as the Carphone Warehouse;

TBH, those T&C's and that page do need clarifying as it doesn't actually mention that you do need to be on an existing 18 or 24 month contract to qualify for EE Swap. It's only the press release that mentions this minor little detail!!

Not everyone... or not exactly everyone.
If you read the details on ee.co.uk/swap you can only swap handsets if you are on one of the specific 4g price plans listed AND you have one of the 5 specific handsets listed.
All other customers have to pay an early upgrade/termination fee

Guess you will need to speak to the people in the shop, this is a shop only offer. Agree that a 32GB is worth more than a 16GB so there should be some kind of differential.
